While the demand is certain to rise, increasing volume by nearly a third in a decade requires all segments of the industry to work together, along with government regulators and their customers, according to a panel of top industry officials at the Ninth Annual INGAA (International Natural Gas Association of America) Foundation Meeting held Nov. 5-7 on Amelia Island in Florida.

    摘要:The Operator Qualification (OQ) Rule that has already been over 11 years in the making—and expected to be enacted sometime next year—will significantly impact oil, gas, and liquid pipeline operators that are subject to federal pipeline safety standards. Several elements make the proposed OQ rule unique. It's the first instance in the pipeline safety area where negotiated rulemaking was involved. The concept behind negotiated rulemaking is that representatives of affected interests assemble to discuss a particular issue and all potential solutions, reach a consensus, and prepare a proposed rule for consideration by the enforcing agency.

    摘要:It was a curious match when El Paso Energy Corporation agreed to buy Tenneco Energy in 1996. El Paso, originally founded in 1929, was spun off a few years earlier from Burlington Resources. El Paso was a well-regarded but essentially regional company whose pipeline stretched from West Texas to California. Tenneco Energy, which had just changed its name from Tenneco Gas months before the takeover, was well-known in the industry as a result of its 14,800-mile Tennessee Gas Pipeline system that carries natural gas from the Gulf of Mexico to the Northeast, and its wide array of foreign holdings. But in recent years, it was owned by a conglomerate that treated the energy company as an unwanted stepchild.

It will also allow Northern Border's shippers to have direct access to larger retail markets," said Larry L. DeRoin, chairman of the management committee for Northern Border Pipeline.

More than 500,000 miles of major interstate and intrastate steel pipelines exist in the United States. Leaks or ruptures can result in immediate fire and explosion hazards as well as lingering environmental impacts. Public relations nightmares are the rule. This article will explain some realities of landslide risks and describe approaches to reduce those risks.

    摘要:The Statoil Transport Control Center at Bygnes, Norway, is used for the control and supervision of 90 percent of all deliveries of natural gas from the Norwegian North Sea sector. The vast network of pipelines from various fields and platforms, controlled from Bygnes, delivers 10 percent of all natural gas used on the European continent. Companies such as Phillips Petroleum, Total, Elf, Statoil and Norsk Hydro are among the pipeline owners that are connected to this gas network. The technical and administrative effort required to keep track of the functionality and quality of all the pipelines and gas deliveries including ordering, logging, and billing to and from the many operators and their clients, is managed through a system supplied by ABB. As part of the common effort in all sectors of the oil and gas industries, the Bygnes installation must now be prepared for the rapidly approaching new millennium. The Y2K issue has become a top priority.

Their pipeline system consists of a total of 57 integral compressors of 11 different models, and from three manufacturers: Cooper Bessemer, Dresser Clark, and Ingersoll-Rand. Due to contractual agreements with this corporation, the company will be referred to in this case study as the customer.

    摘要:In August 1998 Phillips Petroleum Company Norway successfully completed a massive four-year, multibillion-dollar renovation of its highly productive and profitable Ekofisk oil and gas field in the North Sea. This outstanding achievement of engineering and organization modernized the field and streamlined the production of 306,000 bpd while simultaneously lowering overall operating costs. To complete the renovation of Ekofisk, Phillips needed to bring a giant new platform online: Ekofisk 2/4J. The new and ultra-modern 2/4J platform, capable of processing 260,000 bpd of oil and more than 21 million cubic meters of gas, had to be tied in to the current 34-inch oil pipeline leading to Teeside, England. Phillips Norway wanted to block the pipeline downstream of the work location so that the downstream fields could continue to operate during the four- or five-day tie-in operation.

    摘要:During this project, Atmos realized the importance of the operating companies' participation in the design of the system, a thorough design before any programming, a user friendly interface and the overall expectations of the operating companies as well as corporate management. A team of individuals from all four operating companies were brought together to find an off-the-shelf SCADA solution. Although conceptually simple, it did not exist in a purchased package. An alternative was to create a distribution SCADA system for all applications. All that had to be accomplished was: 1) Create ownership by all the field people 2) Make the system simple to operate 3) Make it complex enough to handle all our unique operations 4) Be reliable 5) Not be proprietary 6) Not be customized 7) Hire an integrator with expertise 8) Complete in 6 months and within budget 9) Standardize application in all operating companies. Wonderware InTouch was selected to operate on a Windows NT operating system. Windows provides the user friendly interface, Windows NT provided the appropriate networking for state-of-the-art client server application and Wonderware provided a good Man to Machine Interface (MMI) and a list of virtually all industry standard field unit protocol. Access was chosen to provide historical retention and reporting of all SCADA data.

    摘要:Operation of petroleum pipelines requires data from many sources for the safe and efficient delivery of valuable and volatile commodities. A Supervisory Control and Data Acquisition (SCADA) system enables pipeline operators to monitor and control many aspects of a pipeline system and can significantly safeguard delivery of liquids, increase operating efficiencies and reduce energy costs. Enbridge Pipelines (formerly Inter-provincial Pipe Line) has the formidable task of delivering more than 1.9 million barrels of petroleum liquids each day from the northern reaches of North America to the shores of the Great Lakes. In conjunction with its affiliate in the United States, Enbridge Pipelines operates one of the longest and most complex liquid pipelines in the world—more than 9,700 miles (16,000 kilometers) of pipe that stretches from Edmonton, Alta., to Superior, WI., to Montreal. The pipelines, with diameters ranging from 12—48 inches, transport more than 75 different commodities.
